Fannie Mae Halts Multifamily Radon Testing; Freddie Mac Reverts to Pre-2023 Policy
Following last month’s announcement that FHFA was rescinding its multifamily radon testing directive, both government-sponsored enterprises (GSEs) have retreated from the FHFA-directed tenant protections from radon. According to the latest available information:
- Fannie Mae no longer requires radon testing unless a local testing requirement applies, such as in Iowa City (IA), Montgomery County (MD), and other locations.
- Freddie Mac requires radon testing of a minimum of 10% of ground contact (GC) units; 100% GC testing and compliance with credential requirements and other applicable state policies in regulated states; and compliance with testing requirements in Iowa City (IA), Montgomery County (MD) and other locations.
Neither of the GSEs prohibit lenders and borrowers from voluntarily addressing radon during environmental due diligence for their multifamily loans. Those involved in multifamily loans need to be aware that, at most, radon testing will cost 31 cents per unit per month over a 20-year loan (and obviously, less for shorter-term loans).
IEA encourages radon pros to urge lenders, property owners, developers, responsible parties, and others involved in multifamily loan transactions to require effective radon testing and, where needed, mitigation.
