Iowa to Require Radon Control in New Homes

Following on his success in achieving unanimous House support for a similar bill in 2026, Iowa Representative Hans Wilz sponsored HF 2297 to require radon control in new homes. The bill directs the state building commissioner to add to the state building code a requirement that all new single-family and two-family homes include passive radon mitigation systems. After a House committee amended the bill to specify that radon systems be in accordance with the International Residential Code’s Appendix AF, the House passed the bill March 12. The Senate accepted an amendment, sponsored by Senator Scott Webster, to clarify that the requirement applies to all new single-family and two-family homes and therefore must be added to local building codes. The Senate passed the amended bill April 29 and the House passed concurred the next day. The new law was signed by Governor Kim Reynolds on May 19. It takes effect July 1, 2026.

FY 27 HUD Appropriations Update

The Indoor Environments Association GA team succeeded in adding a provision to the FY27 House Transportation-HUD Appropriations Subcommittee’s bill. The bill report includes language directing the Office of Housing / Federal Housing Administration to continue requiring radon testing and mitigation:
Radon testing requirements.—The Committee recognizes the importance of protecting tenants from radon exposure, the second leading cause of lung cancer, and encourages the FHA to continue the 2020 policy requirement for radon testing, and radon mitigation as needed, performed by Radon Professionals according to the applicable ANSI/AARST industry consensus standard.

FY 27 EPA Appropriations Update

The House Appropriations Committee supported the House Interior-Environment Appropriations Subcommittee’s bill on June 3. The bill provides level funding for the State Indoor Radon Grants program – $9,130,000 – despite the President’s proposed elimination. Unfortunately, the committee accepted the President’s budget’s proposed 40% cut to the Office of Radiation and Indoor Air which would result in $16.7 million for FY27, $10 million less than the FY26 actual level of $26.8 million, consistent with the President’s proposed elimination of the $3 mllion Indoor Air – Radon program and reduction of radiation protection.
IEA is redoubling its leadership of the effort to improve these numbers through the Senate bill and ultimate bipartisan conference report.

Notice from VA BPOR:
Regulation of Radon Services

The Virginia Board for Professional and Occupational Regulation (“BPOR”) is conducting an analysis and evaluation on proposed regulation of those who provide radon services. BPOR received a petition for regulation from the Virginia Chapter of the Indoor Environments Association proposing licensure of (i) radon measurement professionals; and (ii) radon mitigation specialists. BPOR is seeking public comments on the petition. See http://www.dpor.virginia.gov/Boards/BPOR/Radon for more information and to comment. If the process is successful, oversight of radon would move from the VA health department to the VA Department of Professional and Occupational Regulation.

From June 1st to July 16th, written comments may be submitted to the Town Hall forum for this Notice, to BPOR via email to BPOR@dpor.virginia.gov or by mail to: Board for Professional and Occupational Regulation; Attn: Joseph C. Haughwout, Jr., Affairs Manager; 9960 Richmond, VA 23233
